Overview

Rapid staffing plans for contract awards and transitions: incumbent capture, backfills and time-phased hiring aligned to the PWS.

A new award or transition has a date that does not move. We build the staffing plan from the PWS and the labor categories, sequence hiring to the phase-in schedule and run incumbent capture, backfills and new hires in parallel. Daily status shows positions filled, offers out and risks, so the program manager knows where the plan stands before the customer asks.

Transition staffing on Federal and Defense programs means clearance verification, labor-category qualification and often incumbent conversations that must be handled with care. We track every position against its required start date, keep candidate data controlled, and document qualifications so the deliverable to the contracting officer is ready when the roster is. After phase-in, the plan converts to steady-state support.

Outcomes

A roster on the start date

Positions are sequenced to the phase-in schedule and tracked daily against required start dates, so the program opens staffed.

Incumbents retained

Structured capture conversations and timely offers keep experienced staff on the program through the transition.

Risk visible early

Hard-to-fill positions are flagged with mitigation options while there is still time to act, before they threaten the schedule.

Documentation ready for the customer

Qualification records and rosters are maintained as the deliverable from day one, not assembled after the customer asks.
